David is a registered professional engineer and professional traffic operations engineer with a decade of experience in traffic control, traffic staging, signing, striping, lighting and signal design. His work includes the management, design, and development of signal justification reports, intersection control evaluations, traffic modeling and forecasting, lighting, cost estimates, permanent and temporary signal control plans, signal timing and interconnection plans, and special provisions.

David has also served as a civil engineer on public funded projects. He has participated in the design and construction of several large scale transportation projects. He is familiar with all phases of project development, design, and plan preparation as it relates to a broad range of civil engineering projects.
